That is true. If you have a dream, don't let anyone tell you that you can't achieve it. If your parents put you down, ignore them. If your friends laugh at you, forget about it. What it all comes down to, is that your dream will become real because of YOU. Not them.
And the same goes for the opposite. If your dream doesn't come true, it's because of you as well. So make sure you don't give up. Because if you don't give up, your dream will happen. I promise you that.
